I review the current status of a cultural exchange program established in 1997 between Tohoku Fukushi University and University of Ljubljana. In the last twenty years the Ministry of Education, Culture, Sports, Science and Technology strives to promote the international exchange programs in order to cultivate leaders who can play active roles in the world stage. They are called Kokusaiji in Japanese. According to my twelve years’ experience, the elements to become a Kokusaiji are three fold: First, students must be willing to gain some major or expertise. Second, students should have confidence in communicating with people of various national origins as they become skillful in specific fields of major. Third, students need language skills to deliver their thoughts in these fields.
（1997年に発足した東北福祉大学と国立リュブリャーナ大学の文化交流プログラムを総括した。過去20年に亘り文部科学省は国際舞台で活躍できるリーダを育成するために国際交流プログラムを積極的に推進してきた。国際性を持つ人達を日本語で国際人と言う。私国際人になるためには三つの必要不可欠な要素がある：(1)学生は自分の専攻分野において知識を深めることに意欲的であるべきだ。(2)学生は専門分野の経験を積むに従い、様々な国の人々とそれらの専攻分野の研究で意見交換に自信を持つようになるべきである。(3)学生はそれらの分野での彼らの考えを伝達する言語能力が必要である。）
